No, you can't. In fact, the server that handles your region may not be the same one today that it was yesterday. or the one that it will be tomorrow.  And you may share the server with different regions tomorrow than you share it with today too. According to gridsurvey.com,

Linden Lab changes equipment and server software regularly for maintenance and upgrades.  If you have reason to believe that your region is not performing well and that it is not due to features that you have added, you may submit a support case to ask Land Operations to take a look at it.

most lag is not caused by the sim, but by your connection/viewer.

Find out first where the lag is, moving to another server will not solve the lag if it's on your side.

But when you are sure it is not you, you can request a monitoring for your sim. If LL finds something they will report it to you ( i had this in the past few times )

Apart from the answers the others have provided already, GNC Berlin is laggy (and has been laggy for as long as I've been in SL) because the sim is so full of content and avatars. Even if you could have switched server it wouldn't have helped since you'd only take the problem with you to the new one.

You could of course see if it's possible to simplify the build a bit but I wouldn't worry too much about it if I was you. Lag is just the price you have to pay if you fill up the sim too much. Usually it's a price not worth paying but GNC Berlin is an exception there and the sim's popularity proves that others agree with me. :)
