This is often a region issue. Try logging into a different region. If that fixes the problem, notify the culprit region's owner. They can request a restart.

Also, be patient here. This is a resident-to-resident forum and there are only a few regulars who respond. Repeatedly posting a question pushes other people's questions off the front page, making it harder for us to help.
