First of all, check to see if Voice is enabled on the land where you are. Go to World/Parcel Details. Click the Sound tab, and see if "Enable Voice" is checked. If not, move to land where Voice is enabled.
If that does show Voice is enabled, next check your Preferences, CTRL+P, Sound and Media tab, Voice sub-tab. Make sure "Enable Voice" is checked. Then go to Audio Device Settings and make sure it's set to use the correct input (microphone) and output (speakers or headphones, whatever you're using) devices.
Check operation by recruiting a friend, or going to Voice Echo Canyon to hear yourself. If you still have problems, check your computer's audio connections and device settings.
