I don't know, this is a volunteer support service staffed by other residents, like you. It's possible there wasn't sufficient information to prove your request was genuine, or perhaps there are additional steps before a password change can be accomplished on your account.

You've been instructed to contact someone in order to further your password change request, you should do that as instructed by Second Life support.

the current pasword is often automaticly filled in at the  password changing form, to be sure your system doesn't put a wong one there, retype it.

It took me a few tries once before i realized that.
