You have to have enough money IN THE PAYPAL ACCOUNT to cover the transaction.  Linden Lab will not wait several days while money is transferred from your Real Life bank account, to PayPal, to them.  They insist on immediate payment.

Before buying your $L, add money to your PP account, then try the transaction again.
