Linden Lab investigates all Abuse Reports where there is reason to believe that there has been a violation of the TOS or related policies. Harrassment is a violation of the Community Standards, so that counts.  The difficulty is that reports of harrassment are hard to verify unless they include specific information about times and places and they refer to chat or IM conversations that can be checked.  Otherwise, they come down to "he said / she said" reports that are inconclusive.  When you submit an Abuse Report, then, be sure that it has as much clear evidence as you can provide, and make reference to specific parts of the TOS or Community Standards that may be relevant.
