If I have a premium free home, can I turn it in for mainland space and not owe any more $ ?

"Free" is a bit misleading.  You pay for a Premium membership.  As part of the benefits, you get a land fee waiver that pays for the monthly fees on 512 sq m of land anywhere on the Mainland.  You can use that in two ways:

1. You can own a 512 sq m parcel of land anywhere on the Mainland (that is, pay the purchase price and use the property for whatever you like), and pay nothing in monthly fees.  Your Premium waiver covers them.

2. You can get a Linden Home, which is a "starter" home on its own 512 sq m parcel.  Again, you don't pay any monthly fees because your Premium land fee waiver covers them.

So, the land isn't exactly "free" in either case.  You pay the monthly fees as part of your Premium membership.  You just choose what to do with it.

As part of the premium fee you can have a Linden home or buy up to 512sqm of mainland for a one off payment with out incurring any additional monthly fees 

if you no longer require your linden home you can give it up and buy up to 512sqm of mainland if you want to bump it up to 1024sqm 2048sqm etc. you have to pay additional appropriate tier every month and you are billed for the maximum amount of land you owned in a given month so in a month if you had 2048sqm of land and you doubbled it to 4096sqm then changed your mind 30 seconds later and reverted back you'd get billed for owning 4096sqm that month

If you want to go back to a basic account and not pay any fees, you may abandon the land with your Linden home.

Yes, you can use the viewer menus to abandon your Linden home. To abandon your Linden home:

1. Stand inside your home. 
2. Choose World > About Land and click the General tab.
3. Click Abandon Land. 
4. After you confirm your choice, the land is removed from your account.

After doing that you can buy up to 512 m2 of mainland without any additional monthly tier fee (because 512 m2 is included in your permium account). If you buy more than 512 m2 of mainland, you will have to pay an additional monthly tier fee.

Note that while you get a Linden Home for free, you must "buy" mainland parcels. This is a one-time payment to the previous owner. Price varies a lot depending on location, and on who the owner is. Also, carefully note the "Land impact" or "Prim count" limit of the land you are buying. Your house and everything else you want to rez in the house (furnature, plants etc) must total to less than the allowed "land impact" rating. The standard land impact rating is 117 per 512 m2. Your land impact capacity goes up if you own more land in the same sim (region). The land impacts of all land that you own in the same region is shared - so you can use it all on just one parcel, even if the parcels you own are some distance apart. But they must all be inside the same region.
