Object Entry doesn't have anything to do with rezzing. That controls whether people are able to bring objects into the parcel.  If you want that person to be able to rez things, you have to have the parcel set to your group and he has to be wearing the group tag.  Then, you have to be sure that he is in a role with the group that has the ability to create objects.
