Hi Kristi,

Clearing your cache will actually make things worse if you have an iffy internet connection. That forces your viewer to reload all kind of things it probably already had stored locally on your machine.

Nalates Urriah has a guide for improving the quality of your SL connection, which sounds like your problem. Hopefully you'll find a fix here...
