"Blank hair" is usually refered to as a "bald cap".  It's extremely useful as a way to hide the normal system hair --- sometimes called "helmet hair" -- that you would see otherwise.  These days, most of us wear prim or mesh hair, so a bald cap has become less necessary than it once was.  However, you may still find that some short hairdos require a bald cap, particularly those that do not come with an alpha layer.  It's a good idea to keep a couple of bald caps around for those times.

There are four parts of your avatar that you can never Take Off.  This is because these items are required to define a "minimum avatar."  The Essential Four are:  Shape, Skin, Eyes, and System Hair.

The System Hair item is often called a "bald cap", "baldy", "bald head" or "eyebrow shaper" (because the hair section of the Appearance menu is where you control the shape of your eyebrows.)

The solution to changing your system hair, or any of the Essential Four items, is to simply replace it with another item of the same type.  Just search your inventory for "bald" or "eyebrow".  When you find an item you want to wear, right click it and choose Wear.  "Blank Hair" will be replaced by the new system hair item.
