No. Partnership is merely a social convention, and it does not convey any additional privileges.
To give your brother the same rights as yourself on your land, you'll need to form a group, with both of you as members. I suggest also adding your own alt, to keep the group from collapsing if it ever drops below two members, and also keeping the Owner role for only yourself and your alt.
Once you form the group, you can set the land to that group. Then your brother will have almost all the same land privileges you do, if you assign those privileges to his group role in the Members and Roles tab of the group window. For more complete privileges, you will have to deed the land to the group, in addition to setting it to the group, and donate your tier to the group.
