Obvious has it right, I think.  Group data has been very sluggish recently.  Lots of people have had trouble creating and assigning roles, adding new members, and doing other common group maintenance tasks.  Your 404 error sounds like it's yet another symptom.  Wait a while until Linden Lab sweeps dust out of the servers.

Why not?  We have the llKey2Name function that lets you get a resident's name from her UUID, and we can use llGetObjectDetails to get the name of an object from its UUID.  It might seem logical that there would be a llGetGroupName function, but there isn't.  It would be very handy in many circumstances.  For example, if you use llGetParcelDetails to ask for PARCEL_DETAILS_GROUP, you get the group's UUID but not its name.  There's no way to get it with LSL, other than the rather clumsy method of scraping the group database as the OP is trying to do.

Back in the bad ol' days before OBJECT_GROUP, it was more or less impossible for a script to get group UUIDs (except by direct assignment). I suspect that was a misguided privacy thing -- which sentiment still denies scripts access to the active group of an avatar (although llGetAttachedList() now gives us a way to make reasonable guesses). There's still a fair bit of superstition that unnecessarily constrains script functionality, and it's useful to constantly remind the server-team Lindens that anything visible to a viewer is just a bot away from being visible to scripts (and bots for such purposes are hideous, lag-inducing kludges that should be killed with fire).
