You can, but it's really not a very nice thing to do.  If you want to know where someone is, ask.  If they don't want to tell you, respect that and let them have some privacy.  You can find tracking tools in Marketplace, but be very careful about how you use them.  The Community Standards for Second Life identify the six major types of misbehavior that can get you suspended or banned, including Harrassment and Disclosure.  If you start following someone who doesn't want to be followed, you can get in big trouble.
