Yes, you can ask for a review of your limits.  Submit a support case and

  1. Under What type of problem are you having? select Billing.
  2. Under Billing, select LindeX Billing and Trading Limits Review Request.
  3. Fill out the remaining fields as instructed, then click Submit.

Linden Lab will review your request and get back to you within five business days.  Don't be too surprised if the answer you get is "no", but it doesn't hurt to ask  The limits are there to discourage people from using Second Life as a way to launder money, deliberately slowing down how fast you can cycle cash through the Linden Exchange until you have been in SL for long enough to be a "legitimate" resident. The feds watch Internet companies like Linden Lab pretty carefully for things like that.

BTW, note also that you have to cash out a mimimum of $10 worth of L$ at a time unless you are actually closing your account.  If you are permanently closing your account, you may request a withdrawal of the full US dollar balance, even if it is less than $10. This is the only circumstance where the $10 minimum does not apply. To begin this process, please contact Support for assistance.
