Yes, that is a violation of the Community Standards. If you have documented evidence, you may include it in an Abuse Report.
For what it's worth, knowing a person's IP address is usually not a very reliable way to tell anything about the person's identity. Most routers these days assign a dynamic IP address that changes when you reboot the router, and many people share a router. It's possible that whoever guessed your identity used IP information, therefore, but that's doing it the hard way. If someone guesses that you are using an alt, it's often because it's hard to disguise the way you speak, your mannerisms, and other personal quirks. My alt is easy to identify, for example, because she makes the same typos that I do and uses the same vocabulary. Mostly, I couldn't care less about who knows my alt. If I really didn't want her to be recognized, though, I'd never let her hang around the same places I do and talk with the same people.
