Not specifically, but they are problematic.  They appear to violate the SL Gambling Policy, which says that

It is a violation of this policy to wager in games in the Second Life® environment operated on Linden Lab servers if such games:

  1. Rely on chance or random number generation to determine a winner,
    OR
  2. Rely on the outcome of real-life organized sporting events,

AND provide a payout in

  1. Linden Dollars (L$)
    OR
  2. Any real-world currency or thing of value.

It's curious that Linden Lab hasn't acted to shut down all Sploders yet, but many people have speculated that it's just a matter of time before they do.

I agree with Rolig that sploders are against LL's Gambling Policy.  However, LL does not seem to take notice of them unless someone files a specific complaint.

My theory is that while terms like "blackjack" and "slot machine" are clear triggers for the Gambling Police, "sploders" just isn't on their radar, so LL hasn't been diligent about deleting them.

They are cetainly banned in non-gaming regions.

A friend of mine was threatened by LL with a week's suspension when someone complained about one belonging to her (LL relented when she was able to persuade them that she had not been involved in running the club for several months, since before the new gaming policy was introduced, that she'd removed all the sploders from her (several) other clubs and venues before the new policy came into force, and the rogue sploder's continued presence at this particular club was the result of an oversight).
