It may be an issue with Skrill, in which case you'll need to talk with them.  On the other hand, it could be because you are placing an extremely tiny order.  L$1 is close to 4/10 of a penny in USD.  I doubt that Skrill or Linden Lab will honor a request that small. Even if it were technically possible to pay 0.4 cents, the tiny transaction is more trouble than it's worth.  Linden Lab typically expects you to order at least L$500, which is approximately $2.00 USD.  Even if they didn't, it doesn't make much sense to place a very small order.  You will always be charged 30 cents for a buy order, regardless of how big it is.  If you are buying $10 worth of L$ (about L$2500), that means you're only paying a 3% fee for the service.  If you buy only L$500, you are paying a fee of 15%.
