If she was banned from a region, all she can do is ask the region owner to reconsider.  Usually that doesn't work, but she can try anyway.  A landowner (or group owner) makes the rules.  Unless they violate the TOS, Linden Lab won't interfere with the landowner's (or group owner's) decision.

I sincerely doubt that your friend was banned from SL for spamming.  Linden Lab only bans people for serious offences, like phishing to get access to user accounts, or deliberately causing regions to crash.  Your friend might have been suspended for a short period of time, since spamming can be considered one of the "Big Six" violations of the Community Standards.  If so, she would have received an e-mail notice from Linden Lab, telling her how long her suspension will last.  It will also tell her how to appeal.

I just wanted to add an additional word of caution.  If she was wearing the 'strange AO' that was doing the spamming, then, yes, she would be responsible for the spamming.   Exercise caution with unexpected gifts from people you are not familiar with, especially when it is something that your avatar would wear.
