why am i still being charged $75 when i have $8 land fee?

If you own land for even a very tiny part of a billing period, you will be charged the land fees for it.  So, for example, if your billing period started on October 13 and you owned 1/4 of a region and didn't sell it until October 14th, you'd have to pay land fees as if you had still owned it for the entire billing period until yesterday (November 13).  The best time to sell land is just before the end of a billing period, since you'll have to pay land fees for it until then anyway.
