does any one know how to set land up such as leveling land that is very bumpy and un-level?

If you have permission to terraform and if the land is not too bumpy, all you need to do is open your editor (CTRL + 3) and click the bulldozer icon (that's your terraforming tool).  Then click the Flatten button, set the sliders for the size and strength of your tool, and start working.  It's best to start with a small tool first, to flatten a "starter" area that is at the height you want.  Then enlarge the tool and work outwards from your starter area, always keeping the center of the tool on land that you have already flattened.

Remember, though, that if you are on the Mainland, you cannot move the land up or down more than 4m from its original design elevation.  That's why I said that you can flatten the land successfully if the land is not "too lumpy".

If you aren't able to terraform the land, or are unable to flatten it out enough for your house, you can create a flat area by buidling a platform that is high enough to provide a large enough flat surface for your house.  Using the build tools, create a box and then "stretch" it out in all directions until it is the size you need.  Then you can apply a texture on it to make it fit in more with the rest of the landscaping.  (There are some terrain textures in your inventory, in the "library" section of the inventory).
