LL ban gambling (as opposed to games of skill with cash prizes) completely. That's LL's decision.
If you're talking about games of skill, then access to those is prohibited for residents of certain US states based on the legal advice LL has receieved. Presumably that is based on -- among other things -- the particular state's licencing requirements for game operators.
You say that "Nevada does allow online gambling" but I see that it also requires the operators, service providers and the manufacturers of the gaming system to obtain licences from the Nevada Gaming Control Board.
For example, the manufacturer of the gaming system -- the SL resident making the game of skill -- would apparently have to obtain a licence costing US$125K for the first year and US$250K a year thereafter.
