You'll have to read the licensing restrictions, if any, provided by the creators of the full-perm things you're buying. We can't possibly know what those are. If they place restrictions on your use of the items, you're obligated to observe them.
That said, many of the full-perm things I've seen do not allow reselling the things as-is. You must include them in something else and that something else must not have permissions that give the purchaser full-perm access to the thing you bought. Absent any other explanation from the seller of the full-perm things you're buying, your use of them as part of a copy-only item seems okay.
