You can't get rid of things in the Library folder, but they don't run from there anyway. When you use any of those assets, you activate copies in your own system folders.
Are you sure that's a gesture, though, and not a scripted animation? It's hard for us to tell from a distance without more information Gestures and animations have things in common, but operate differently. A gesture operates from your viewer. If you have triggered an animation in some attachment or in an object that you have rezzed nearby, however, so you'd have to detach or delete the scripted object to make it stop.
