Is there a way to buy a mainland parcel and move it to join another parcel?

no, ony parcels next to eachother ánd in the same sim can be connected.

If you want a mainland sim, best you can do is buy it directly from a resident, or bid on it when one is in auction.

No.  You can ask to have a private region moved, but not a region on the Mainland continent.  (The title on your question asks about parcels, not regions, but I understood what you meant.  Just in case, though, you can't move a parcel anywhere, ever.)
