having windows 10 since last two weeks my FPS are on very lower side touched to 1.5

The overall low performance isn't too surprising.  That graphics card is never going to give you more than medium quality graphics in SL.  You should probably set your Quality slider in Preferences >>> Graphics to Medium and lower your draw distance to 128m or so.
