Collision prims can be a little odd sometimes.  It helps to forget about thinking of them as objects that you step on, like the rubber collision mat at the entrance of the grocery store in RL.  Try making a transparent phantom collision prim that is at least half the height of a standard av, so that your victim actually walks through it instead of just stepping on it.  Be sure to put llVolumeDetect(TRUE); in the state_entry event of your script so that the script responds to collision in a phantom object.
