When that happens, it's usually because the e-mailed proposal landed in the person's spam folder or a spam filter has rejected it completely. She should also be sure that she is looking in the right e-mail account.   Finally, check to be sure that you are using her login name, not a Display Name.  There might be dozens of people who call themselves "MarySmith", including one person -- not your girlfriend -- who has the unique login name "MarySmith".

This could be because:

• You sent the proposal to the wrong avatar.  Be sure you are using her USERNAME, not a Display Name.
• Your fiancee's email account that she registered when she signed up is no longer active, or she's forgotten how to sign in to it.
• The email proposal is being blocked by her ISP as spam, or by her email application's spam filter.  Have her check junk mail folders in both places.
• Maybe there is something wonky with the SL servers.  File a Support Case.
• Your girlfriend did get the proposals, but she doesn't want to be your partner and she doesn't want to upset you, so she's fibbing.
