Scripts disabled in my rented land

I rent land. The land is owned by my group. I have scripts turned off for everyone and my group, however, people are still running scripts? Can someone please help (for example, I still hear bumpers, people are using dancers, walkers, etc.)

That's quite easy.  If you are wearing a scripted attachment that was written properly and if it was running before you entered the no-script area, it will continue running.  That's intended behavior.  Otherwise, all sorts of important scripted objects like AOs and personal radars and vehicles would stop running at the parcel boundary and there would be a lot of ticked off SL residents to deal with.  If you turn a script off after you enter the parcel, you cannot restart it.
