If you are outside of US, PayPal is no longer available. It is only available for users that been using it, as long as they don't update their payment info.

As stated, Paypal is no longer an option if you are outside the US, you will also find that you cannot add payment info to your account without actually paying something (like buying some lindens) as you are upgrading to premium, add your payment info that way & not beforehand, as your premium payment should remove the necessity to buy lindens.
