Just wanted to add that after you submit an abuse report, Linden Lab does not respond back to you regarding the action that they take on the report.

There is such a thing as an IP ban, yes.  In extreme cases, LL can also impose a MAC address ban, which identifies the hardware of the offender's computer and prevents anyone using that machine from accessing Second Life.
