Is it true that i have to pay money in order to get my account deleted??

I clicked delete my account (basic membership) and now it says: 

 

Your billing rate: USD 11.94 Basic*

 

What do i have to do now??

no deletion costs nothing.

if you have no land you have to do nothing after you clicked deleting.

Your account will go down at the end of this billing cycle.

Reactivation will cost the amount as mentioned on the website, it's including VAT.

But instead of deletion i would choose for basic, it will stay alive and cost nothing if you don't spend anything.
