do you have a active verified paypal account?...  LL won't put money back on a CC.

if this isn't the cause you have to contact billing by support case or call

Yoiu need to specify what Payment Methods are being used for your various needs, specifically Billing Information:

Press that green Change option and set your What to Charge options.

To process a credit you need to have a Verified PayPal account attached to the Buying L$ in Second Life Viewer option.
