Can someone teach me how to make mesh appliers for tattoos?

I am new to building despite being in SL for many years. I want to learn to make mesh appliers for tattoos using Maitreya and Omega appliers. I just don't know how to get started AT ALL. I would be learning from the ground up. Is anyone willing to show me how?

First thing to do is to get a "developers kit" from the makers of the mesh items you want to make appliers for.  They usually contain some helpful instructions, although they'll assume you have some familiarity with creating textures in a paint program.
