SL should run just fine on Windows 8.1.  Use CTRL+ALT+DEL to run Task Manager and see what other services and applications are running in the background.  Disabling unnecessary ones should improve your overall performance.

Please say that your did a clean install of Windows 8.1 and not an upgrade from Windows 7 or Windows Vista or Windows XP. The Windows 8.1 clean install is one of the options during the installation process question and answer dialog.

If you did an upgrade, then:

1) Uninstall all SL related software. [Delete all SL support libraries as well.]

2) Next download your PC's graphics card manufacturers latest video drivers directly from their website.

3) Next, run the Windows 8.1 Microsoft Update task over and over until you have no more updates to apply.

4) Reinstall the current SL Viewer and test again...

 

P.S. Did yoiu perform an Windows 8.1 upgrade from Windows XP or Windows Vista then your PC is probably running a Graphics Chip set that is barely supported by Windows 8.1.
