Depending on what you're doing, you may not need Position and Rotation control via script. Blocking Modify permission (i.e., No Modify) for attachments and rezzed objects (furniture) still allows people without Modify Permission to move and rotate these objects.

In that case, all you'd need is a Resizer or Scale script. Several can be found here: SL Wiki: LSL Examples

If you did need full control of position, rotation and scale, you might need something a bit more... industrial. You could read the LSL Portal to learn scripting yourself, take classes, or hire a scripter to do this for you (for a fee).
