There is a group for just about anything you can think of!  I don't know of any groups that are focused on developing social skills, but if you use Search, you might find some.  Use "manners" and "etiquette" as well as "social skills" when you do your search.

Here is another suggestion.  The Caledon Estate, a collection of about 40 regions with a Victorian Steampunk theme, prides itself on the good manners of its residents.  If you hang out in Caledon, you will meet a great many people with excellent social skills.
