gpu_table.txt shows:

ATI Mobility Radeon HD 3400        .*ATI.*Mobility *HD *34.*            1        1

The first 1 means your video card is only supported at the lowest graphics setting. Recommend you try to find a v1.x viewer that has noneof the fancy stuff. Since LLchanged policies and the old school viewer is nolonger supported your best bet is tobuy a new video card. Try an nvidia 240 gtx or better. They are inexpensive these days.

Yes, you should be able to run Second Life with that graphics card. The ATI Radeon HD 3450 is an entrance level card but according to Second Life's gpu_table. it will default to Mid setting but you may find you struggle a bit with that in busy sims so reduce to Low if necessary. Update the graphics card driver from the ATI web site if you're using a very old driver.

If you experience weird coloured spiky graphics inworld, diasable VBO in Preferences > Graphics > Advanced > Hardware.
