You must have used your payment method to BUY some $L at least once.  This starts a clock.  Your trading limits are curtailed for the first few days, but rise rapidly.  This is to prevent people from using the Lindex to "launder" money gotten by using stolen credit cards.

You can petition LL to raise your trading limits.

For more information, see this link: https://secondlife.com/my/lindex/describe-limits.php

You can also call Billing at one of the numbers below:

One last thought...you don't need to stress too much, even if your tier is due right away.  LL will charge your payment method (PayPal or credit card) if you don't have enough $USD in your account.

You shouldn't need to sell L$.  If you do not have enough money in your USD balance, Linden Lab will automatically charge your payment method on file (credit card or Paypal account).   You will be able to see the transaction in your Transaction History at secondlife.com >>>> Account and of course, on your monthly credit card or Paypal statement.
