Question

my purchases were made at THE SHOPS all online. I put a copy of my account handling record, it appears that received a part of the purchases and then immediately stopped. Besides being charged duplicate, If the Owner of this store continue to ignore me, I will have lost my ten thousand lindens? So consumers are unprotected people with bad intentions?

You're correct that consumers are unprotected in Second Life. Second Life operates on a Buyer Beware policy, so it is your duty as a consumer to investigate prior to purchase. Lost L$ is gone forever, as no-one is obligated to provide customer service or refunds.

Despite the fact this is against the community guidelines to explicitly name stores or people here, I am going to reply to this. The store you are talking about is a well established and very reliable one. The owners, however, also have a real life and may not login everyday and be available 7 days a week and 24/24.

I've been shopping there myself and never had to complain. I admit their shopping HUD system might be a little confusing at the beginning. Maybe you were charged twice because you misused it.

I would suggest you take a look at The Shops' FAQ (the rest of their website is under construction). You may find useful tips here.

Don't be too prompt to judge the merchant. I highly doubt such a store would be as appreciated and successful if the owners' intention was to rip off their clients.

Be a little patient and send a notecard again in a couple of days if you still don't have a reply.
