Anyone know how to enable RLV on SL viewer 2?

As Lindal said, the Official viewer doesn't have RLV.

You aren't limited to Firestorm, though.  Most (though not all) third party viewers have RLV and, in particular, the reference viewers for RLV and RLVa, Marine' Kelly's  Restrained Love Viewer and Kitty Barnett's and Trinity Dejavu's Catznip Viewer, both look and feel very much like the Official Viewer (though they both have some useful tweaks besides RLV).

There is no such thing as "RVL".  If you want to use RLV, you cannot use the standard SL viewer.  It does not support RLV.

Firestorm, and many other third party viewers, do have RLV support.

Besides a viewer that has RLV support, you do not need any other "add-ons".  However, many RLV-enabled devices are available for you to use once you have a viewer that supports them.

@cafekan You are new so I'll add a bit more explanation.

RLV is a way for things in SL to control your viewer, which adds some control over your avatar. The Linden made viewer downloaded from the SecondLife.com website does not allow scripted things in SL to control your viewer and only your avatar with permission.

Third party made viewers added the ability for scripts within SL to control the viewer and avatar. The feature is named RLV (or RLVa a slightly different version of the same thing). In third party viewers it can be turned on or off. 

RLV stands for Restrained Life Viewer... well that is sort of a trademark infringement so LIFE was changed to LOVE. RLV is the 'system' of commands and APIs that allows the system to work. Basically computer code built into the viewers. So, viewers that can receive the RLV commands are considered RLV capable

Getting RLV to work requires some way for a thing in SL to talk to a specific viewer, your viewer or my viewer. That is done by having the avatar wear an RLV Relay. Anything can have the scripts needed to solve that problem. The avatar wears the relay or attaches it to the viewer screen as a HUD. Then things in SL can talk to the avatar's RLV Relay which passes the commands to the avatar's viewer. By targeting the avatar the things get the commands to the correct viewer.

You'll find HUDs that are named 'relay'. But, there are collars, rings, bracelets, and other things that have all sorts of RLV related features ...and... a built in relay, but they are not labeled 'relay'. So, it can get a bit confusing. But, the basic idea is the viewer has to support RLV, something owned by the avatar has to listen for RLV commands and pass them to your viewer. and something in SL, owned by anyone, has to issue RLV commands.
