Linden Managed Auctions are only one of the options used to purchase Linden Mainland Parcels.

The Market place has listings as well for parcels for sale and for lease.

You can purchase up to a full mainland region.

Linden Lab does not create new mainland parcels for sale, it is using the Auctions to resell it's existing parcels.

You may certainly purchase [Empty or Themed or Developed] Full regions and Homestead regions directly from Linden Lab but the used region market is a much better way to use your money.

A large percentage of the mainland is already sold and the current owners are reselling the parcels.

The following Wiki article can be helpful as well:

Group owned land (if it's on the mainland) is still Linden mainland - it's just that it's been previously brought by someone and they are now selling it.

To buy land direct from LL you will have to look at auctions now as over the past years all the mainland will have been brought and sold several times.  The land on the auctions is generally land that has been abandoned by the previous owner so LL is able to sell it again.

You do not need a premium account to rent land (either on the mainland or on a private island estate) from another Second Life resident. If you do that you pay the private landlord, not Linden Lab, and you are subject to the landlord's rules. The major estates post a lot of land on the marketplace, although they are usually 'renting' it and not 'selling' it.

If you do have a premium account, you are then allowed to either apply for a free Linden house, or buy mainland. The first 512 m2 worth of monthly fees (tier) is included in your premium account, but if you own more than 512 m2 you will have to pay additional monthly 'Tier' fees to Linden Lab.

One way to get mainland is through the Linden's parcel auction. The other way is to fly or walk around on the mainland continents with the big map (Control M) open and with the check box for 'Land Sale' checked. Parcels that show up in yellow are for sale directly by the current owner. Those parcels can be bought directly by standing on the parcel and opening the About Land menu. A third way to buy mainland is if you find Linden owned land that is not in use, you can submit a support ticket and ask the Lindens to sell it to you (or at least put it up for auction). They may be willing to do that.

Yes, many groups own mainland, and some of them set a selling price that you may feel is too high, but it is their land. They can price it as high as they want. Don't buy it if they want too much money for it. Notice that waterfront land usually costs more, particullarly if it has an un-blockable view (directly connects to a Linden ocean).

P.S. You can buy group owned mainland directly with your avatar, converting it into individually owned land.

As KarenMichelle says, the auctions are only one way to buy Mainland...and in fact, MOST Mainland is sold directly, not through the auctions.

Go in world and use one of two methods to find land for sale.

Method 1.  Open the main Map, check the "Land for Sale" button in the map legend.  Now look at some Mainland.  You could start by typing my home region, Masocado, in the search box.  Land that is for sale will show up in yellow.  Go visit parcels that look interesting by teleporting there.  The land may be offered for sale by an individual, a group, or by "Governor Linden" if the land is currently held by LL.

Method 2.  Open Search (CTRL+F) and click Land and Rentals, then "View All Land and Rentals."  Select For Sale and Mainland.  You can also set parameters to limit your search to a certain range of parcel sizes or prices.

The current owner doesn't matter.  What matters is that it is Mainland.  If you buy a parcel, you will be the "owner."  If the parcel is larger than 512 sq m., you will pay a monthly land fee to Linden Lab.
