JIRA is the software Linden Lab uses to run the Bug Tracker for Second Life.  Here's a description:

People often refer to individual bugs as JIRAs ... e.g. I went to log a JIRA for that bug where your head goes up your a@@, but I discovered that it already exists!  https://jira.secondlife.com/browse/VWR-248

To add to Nika's comments, JIRA's are a great tool for you to use to add your support to the SL community. Alerting LL to issues and bugs and adding comments to existing JIRAS can help improve the platform and the overall experience for everyone. Second Life is a work in progress and JIRAS are key to improving stability and highlighting new and existing issues.

JIRA is an issue and project tracking tool built by a company called Atlassian.  SL Residents & LL use it to communicate problems, bugs etc. & the responses to them. 

You may also see the term PJIRA (Public JIRA) used.  This is the version of the JIRA that we, as SL Residents, get to see as opposed to anything used internally by LL.

On a humorous note, Atlassian use to give away free t-shirts to its customers with the slogan "Because you have Issues".  I've always wanted one of those! :smileyhappy:
