From many indications, the hope has been that the addition of rigged meshes will allow for new, different avatar meshess. I've not, however, heard anything about a new base avatar.

FWIW, it would be nice to see something like that, preferably with some backwards compatibility (to not break existing outfits), or perhaps a small range of "noob avatar meshes" to choose from. Say the classic ruth, an improved male, and improved female, a small size avatar (designed for kids/tinies/fae/whatever) a quadruped base, and maybe even a six limbed base (for dragons).

Yes - both to what Marianne said (about rigged mesh avatars) and to what you said, about a new avatar system.

When mesh eventually comes to the Second Life grid (probably sometime later this year), it will allow for rigged avatar meshes.  Simply put, that means some really cool/clever 3D modeled avatars that have their 'bones' rigged to the SL avatar 'bone' structure.  If you work with 3D modeling programs and are interested in participating in the Mesh beta, you can test it out now on the beta grid.

"Avatar 2.0" is a project that's been talked about for quite some time.  It was pushed to the back burner sometime last year (other projects took priority), and continues to sit there simmering away.  As I understood it, the Avatar 2.0 project will allow for a wider range of sizes and even some non-human avatar bases.

Stay tuned to the list of SL User Group meetings, when "Avatar 2.0" gets back into active development again, you'll likely see meetings for it show up on the schedule.
