You have to have logged in world at least once, and you need to have a payment method on file...a major credit card, or a verified PayPal account.  If you have done these things, then file a Support Case using the Help/Support link at the upper right of this page.

However, before you buy any $L, I strongly recommend you read the link below, and then use Second Life for a week or so.  Don't spend ANY money until you find out if a) Second Life works on your computer, and b) you like it!
