If you purchase them on Marketplace or as a gift from an inworld vendor, and gave the correct user name and its spelling. then they do get delivered to who ever you specified.  On MP it can take from just a minute to up to one day depending on the server load. 

If they don't get it after a day, and you purchased it on MP, contact the creator inworld and ask to have it redelivered. Just be sure to include the transaction details to prove you did pay for it.   You can also ask for redelivery by filing a support ticket.
