Is the marketplace telling me to pay to create a store?

Here the confusing part, it's says this:You have a payment method on file.
To add or verify payment information, visit the Billing Information page.
And when I check the box it's says:Not all conditions are met, please see below.
What do they mean? Billing payment? Like pay in real life do a store on here? Please help me as soon as possible!

Ah.. That is a little confusing.  No, you don;t need to pay to open a store.  But you do need to have payment information on file for your avatar account.  You never pay anything except a 5% commission when something sells.  Otherwise, your stuff can sit there for months at no cost to you.
