File - Upload - Image.

In Viewer 2  the File menu is located in the My Inventory side window.  In the 1.23 viewer it is in the main viewer's File menu.

Once you have uploaded the image, usually referred to as a texture, you can insert it into your profile by clicking on the Edit Profile button and then click on the picture area to open the Pick Texture dialog box.
