how far can i be from an object and still edit/act on the object ?

If you can see it, you can select and edit it. I've edited things as far as 512 Meters away, in the next sim over.

There's two options in the Advanced menu that affect the distance limit.

Uncheck "Limit select distance", or else the distance you can select at is constrained by your draw distance.

Check "Disable camera constraints", and you can pan through hills and can send your camera further away.
