how do I shut off the radio that suddenly started playing?

I was shopping in world and suddenly a radio started playing-I tried going to a different place and I also tried different settings in my preferences, to no avail. The only way to stop it so far is to mute sounds on my computer!

If the music doesn't stop or change when you go from one sim to another, then it's not coming from the sim's stream.  The only things I can imagine are that (1) it is coming from something attached to you or (2) it has nothing to do with SL at all but is coming from some other software on your computer.
