Maybe not, technically speaking, as these accounts would be using a viewer (even if text-based.)  Technically, that would make them avatars under human control, with the human controller AFK (Away From Keyboard.)

Again, technically speaking, scripted agents (which is Linden Lab-speak for "bots") are controlled by a software program, not a human operator.

BUT:  In my opinion, these models would be acting just like bots.  Standing there, contributing to the region's traffic scores, and not interacting with anyone.  They could be Abuse Reported as a violation of the bot policy.

I'd register them as scripted agents.  You can always change that status later, if you want to use them as actively-controlled alts.
