Technically, that would make them avatars under human control, with the human controller AFK (Away From Keyboard.) Again, technically speaking, scripted agents (which is Linden Lab-speak for "bots") are controlled by a software program, not a human operator. BUT: In my opinion, these models would be acting just like bots. Standing there, contributing to the region's traffic scores, and not interacting with anyone. They could be Abuse Reported as a violation of the bot policy. I'd register them as scripted agents.
